What I find interesting is that KodakAlaris does tout anything improved (at least from a consumer standpoint). All I could find is "New Formula, same great results!" at https://imaging.kodakalaris.com/photographers-photo-printing/resources/chem-tech-info
It is probably a team effort between the manufacturer(s) that KodakAlaris contracts with - who may very well have staff with Eastman Kodak experience - and the remaining technical resource people at KodakAlaris - some of whom may work as consultants.
Carestream's plant - which KodakAlaris may also have an interest in - is used to make Kodak colour photographic paper.
Eastman Kodak manufactures all Kodak films. Still films, both colour and black and white, which KodakAlaris markeys and buys from Eastman Kodak, and motion picture films...
I guess I am not really sure who is in charge of it then. My impression has been that:
Alaris owns the formulas and copyrights
Carestream in Colorado makes b+w films
Eastman Kodak in Rochester makes some films (color films (?))
The old Kodak factory in China maybe makes some films for lomo and...
Based opn recent comments I checked what I bought (March of 2019). It is the Professional HC110, Made in Germany, pretty thick (never used it before so no means to compare), but says it expires 2020-08! Not sure how long Freestyle had it, or if Kodak [Alaris] is just uber-conservative on...
Maybe KodakAlaris will make available the new HC-110 in smaller volume bottles as well, say 300ml. That would hopefully put all concerns about shelf-life to rest. If you have not used up your 300ml in 6-12 months, dump it and buy a new bottle.

Just ran into this myself; realized I was out of developer and thought I would go buy some XTOL today from Adorama (near my apartment; always had it in stock) and they don't even list it anymore (I'm sure they will when they get the new version).

I've looked around, USA online retailers are out of several KodakAlaris black and white chemistry. It's either coming soon, on clearance, due August 30th etc. Like has been previously mentioned Ilford seems to be business as usual.

Alaris makes Kodak chemistry? Who makes Ilfords? Who makes Freestyle's Legacy brand? Could Kodak just be switching chemical makers and going with whoever makes Ilford and Freestyle's version of HC-110?
