    ATMP, or Na5ATMP, works well for me in both ECN-2 and C-41 developers. HEDP (Dequest 2010) behaves exactly as mentioned, producing fluffy precipitate after just a few hours. Na7DTPMPA is as good as ATMP, though a bit less well known and harder to obtain, especially in small quantities.
