You posted this in the critique gallery, so my critique, first off you haven't listed any info on the details of this, what camera, what format, what film, what development process, scan or print? etc. so it's hard to fully judge. The subject is sharp and in focus, the grain seems very low so that's good for this image IMO. The bad I see is that for one I don't like the models position, she looks awkward in a not good way, her standing just is off somehow, her left shoulder is pushed forward so you get this odd looking double shoulder thing where you see part of her back bone blade and appears to have a hump, her posture is hunchy and she's leaning at an odd angle against the rail and I don't like her hand position. On the exposure aspect, I think you exposed too much for the background scene and forgot about her the subject, she has a silhouette effect, but you can see too much of her skin and face for this to be pleasing as a silhouette and begs for more exposure on her body to see her face more.I think if the model were not in the picture it would be a very pleasing image based on the composure with the lines of the rail and exposure of the city in the background. I think it was developed appropriately for the exposure of the daylight.Don't feel bad, overall it's still a nice looking image, I just felt like giving a full and honest critique.
Plus 2 about the shoulder. It should have been brought back so it isn't jutting straight at the viewer. This would have been a good candidate for a reflector or fill-flash (I'd probably go for a reflector first, they can look softer and more natural, and you can use them in WYSIWYG mode, as opposed to calculating f-stops in your head with the fill flash).
