The older girl is off into the world, here younger sibling is held back....for now.

If I were being critical I would remove the foliage on the right and it would of been a tad better to get all of her shoe in frame (it may be there, some times the scanner crops the edge)......but thats just nit picking. The positioning of the girls is perfect, well done.
It is really good, for to me it tells a story.
Each to his own. I think the foliage serves as a strong compositional anchor. Also like the shoes being cut off. Again anchors image. The two two things make the image tight and complete.
The reason this shot works so well (in my opinion) is the choice of contrast to suit the subject. The differential focus that puts emphasis on the trailing girl, plus the heel of the shoe in the leading girl that suggests she is moving forward. We also have the tips of the fingers on the trailing girl touching the iron gate, suggesting a delicate balance between delicate flesh and the hardness of iron.
I think the shot works great. Split down the middle with dark dress against the light background and light dress against the dark background. You couldn't have planned it any better than that.
