Actually, the complex dates back to the 1890s - the building you're seeing is from the 30s. It began life as an intended housing development, but that failed. Then it was a Chataqua learning center for a couple years, but that went bust after a yellow fever epidemic. It then became an amusement park with the arrival of a street car line from downtown DC (the facade you see was where the street cars dropped off and picked up passengers).
