I think I am looking at three separate sets of water. Far one the North Sea, the middle one with wide steps the pool and the third one with rocks exposed in the foreground is what- an arm of the sea that surrounds the pool? So I presume that the pool water is salt water changed or was changed when required by the tides?
It's a great scene but must have required hardy souls of swimmers to use it even in high summer given the N. Sea temperatures at that latitude

Thanks PU. The Wiki entry says "The design of the pool was a clever use of pumped sea water to fill the pools, and flooding of the main pool at high tide to flush out the old water. The main pool had a diving board at the deep end and a child's chute at the shallow end,[2] though both are now missing. The second-largest pool was a boating pool with the two remaining pools being paddling pools." And yes, it would have been cold!
