Strong motions

Just before sunset a very dull and windy morning at the end of Winter. The wind was very strong causing dramatic movements in the water.
In this photo, I like the details in the water, but I am not so happy with the horizon which I found a bit boring. Your comments and critique are most welcome!

Well I suppose some dramatic clouds in the back might be nice to have, but really, the way it is, that bit of gray sky and a horizon line just puts some orientation in place and provides a sense of scale. My eyes are drawn to the dramatic turbulence and the rocks in the midst of it. I like it!
 
You can only record what is there. The horizon is irrelevant.
