I've no idea what this was once a part of as there is no parallel line of posts to which there could have been a pier.

You can spot a jovo image at thumbnail size. Well done with nice symmetry.
 
Could possibly be a remnant groyne structure designed to inhibit the loss of beach sand to littoral drift.
They often look like this.
