It can work either way, but I've found that the results are different. If you selenium tone to completion, it is really hard to get it to bleach back at all. I often selenium tone first if I want a more subtle effect. Looking at this, though, I think this one was sepia toned first
My general process is to first print a bit dark (an extra 10-20% depending on how far I bleach back) and a little less contrast than I normally would. Then bleach back until it looks right for the look you are after (3-30 seconds for me in (Kentmere Sepia 2 in this case), wash, sepia tone, wash, then selenium tone in about 1:10 Kodak selenium. I bleached much further in the previous image "Dry Rice). I find MGWT downright ugly without at least selenium, but it really is nice with split toning. I'm no expert, but I know how to make it work given enough paper
