Looking at this I'd be very tempted to crop is as a panorama just above the darkness of the first set of waves. To me the action is the birds, and the way they actually look like musical notes. To me that is the story of the picture and when all the other waves above it are visible, it gives away the story of the picture and ends the mystery. The panorama makes the viewer work to try to figure out what everything is and makes a more interesting picture.

No I like the bird in the left. It's a catalyst for your eye heading over there wondering why he is all alone. It adds movement and interest. I also like that if you cropped like I mentioned, just above the black of the first set of waves, that left black balances out the birds on the bottom right. Granted it's a different picture than your original, but I think its more interesting and sort of fun.
