I think the placement of the light coloured coil of rope is what lifts it up, very nice.

I would suggest it is a Lock, Mr LOCKerbie.

Looking at a lock filled with water towards one of the gated ends, ropes would be used to tie up a boat while the water level is lowered, white building has the motors and controls for operating the gates.
