OK - I give up!! What the #$@# IS this structure? An odd "bird feeder"? A Norwegian Lighthouse (fyrtornet) - loaded with fuel on the ground, lit, and raised into the air?? An observation tower - someone enters the basket and is lifted into the air?

It has to be a Lighthouse. It could be an observation tower too.
