I think your sky is most impressive but I feel other parts of your photo don't live up to the same standard. For instance the city appears to be leaning to the right hand side. You could of course by using the crop tool straighten up the line of the buildings. The clothes hanging in the foreground are underexposed and I wonder why you included them at all. The overall feeling is that you were unsure of what you were photographing in the first place. You must ask yourself what am I trying to capture with my picture. But many of us have gone through these early stages and it is only by taking lots of pictures does our work improve and of course looking at many of the great photos that appear on this site.
 
I agree with Vincent about straightening out the photo. I also think, if you lighten up the laundry, it could be a very good photograph. The juxtaposition of freshly clean laundry, hanging while a storm is coming, would be visually interesting.
 
I can see what Vincent and Eddie are saying about the tilt
but in a way with the squishy nature of the fabric on the lines
( being all bunched up like they are) it is almost like everything is being squished that way.
AND the buildings too, they are all sliding over to the right side (like the boat is tilting to that side and we all roll there...)
I enjoy architecture ( studied it in university ) and really like the juxtaposition contrast European countries have
between old and new.. old apartments and new right next to eachother like they were there all along
and the way the blankets mimics the overhangs on the old building ... well seen !
while I don't mind it being tilted
I can only imagine if you went there with a tripod and a bubble level ( or your phone ! ) and making all the buildings straight up and down
even with a less dramatic sky .. same lighting ( dim dark ) would be OK but at "golden hour" like 1 hour after the sun goes up or 1 hour before sun goes down
this would be like a magazine photo ..
no tripod ? use just notice in your viewfinder up and down use the edge against buildings to make sure they are straight ( or shoot wide and crop in photo shop )
make sure you are steady if you shoot less than 1/60 ( lean against something if you can ... think about sir Isaac newton ;p )
 
I really like the mood. But like the other comments, I find the image either needs to be straightened or, if you are attempting to communicate about the angles, made more askew.
I tried copying this and playing with it a bit - straightened and cropped it actually - and the result certainly is different. Try that yourself, and when you look at the result, don't take it necessarily as being better, but rather as being different, and consider whether it does either a better or worse job of doing what you wanted to do (or now want to do, after thinking about it).
