Hie advice

My first whole roll of HIE came out just like this photo. Asa was at 200. Shutter was at 60 to 125. Aperture was varied from 4 to 11. Filter was red 25a. Weather was bright and sunny. Developed in xtol 1 to1 at 68 degrees for 6.5 by advice of a few sites on this film. Any advice would be great! Thanks.

Looks a bit like fogging, but if the neg was thin it may be underdeveloped. HIE is hard to judge when looking at the neg how well it will do as it doesn't seem to gain density much when increasing development or exposure, you just see a change in contrast. Was the leader perfectly clear or a bit hazy? I also see what may be surge marks from the sprocket holes. Next roll try bracketing a few scenes by several stops and see what you get.
 
The leader and in between frames is a bit hazy and the surge marks are also throughout the roll. What could be the cause of these surge marks? Thanks.
 
"Surge" marks are usually caused by excessive agitation.
