Failed Velvia 50

Shot in Battery Park City at sunset. The lab I used said they do dip and dunk, and that they thought it was the emulsion. The marks run all through the roll, both vertical and horizontal like this, visible in highlight and midtone areas. The next roll they ran was provia shot in the same camera, and it came out fine. What do you folks think?
