Ludo, thiocarbamide is a type of sepia toner that you can tailor to produce different tones, depending on the relative proportion of components and toning sequence. This print was bleached first and then toned with the weakest ratio of activator (sodium hydroxide). Tim Rudman's toning book is an excellent resource for thiocarbamide and other toning techniques.
