When I look at this image the first thing that strikes me is, as with any other photo, "Why did the photographer click the shutter on this ". The answer, more often than not, is to create a reaction on the part of the viewer or share a moment with them giving joy, sadness, information,opinion or argument etc. Commenting that "I like it" does not really give you a lot of feedback considering that you have decided to post it in the critique gallery.
I must say that you have given me an image that I have reacted to. "Why did he click the shutter" - maybe to show the fairy-tale appearance of the park simply because a little snow has fallen, no people on the benches or walking because it is a cold evening and it is warmer indoors, maybe because it looks like a "nice composition" and get a "good tone range
" (I doubt this); maybe to show how still and peaceful the park looks under these conditions. I feel that I want to walk in that snow, enjoy the quiet but it makes me shiver! If I were there I would walk and shiver!

A wonderful job balancing the highlights of the lamps with the rest of the overall print. Then from the lamps just the right glow to the snow in the scene.
