I think that's a trellis and a wall but it almost looks like a Japanese paper screen.

Yeah, it's weird, isn't it? This was taken in one of the ugliest spots of what must be one of the ugliest towns in the country. Stuff is so ugly here that nature refuses to cooperate even when invited to overgrow something.
