Interesting height to cut them at, I wonder why they did that.
Someone looked it up for me yesterday; apparently they do this to enable species (e.g. fungi, insects) that rely on dead fir wood to survive this sudden and dramatic change in the ecosystem. Reforestation in these areas is more varied, but it takes several years before a new balance is established.
