Reed bad cutter ?

Looks like a reed cutter. I remember about five decades(!) ago talking to a thatcher repairing a roof in Suffolk. He used Norfolk reeds. Some of his tools belonged to his father, and he must have been over 50 then.

I like the colour echo between the paint and the sky.
