It's an interesting exercise but I'm not sure the elements are arranged or even arrangeable to take it to a higher level. Your choices have a lot of interesting things though, the verticals, the horizontals, the diagonals, the circular and ovals which indicate structure, and stability. Then you have the mayhem in the form of the hose. The hose is sort of the human element in the picture. A big mess. Some guy used it, then just dumped it like this. I think a lot of burning and dodging in this picture could help it and give it a more than a "walked up and spotted it" look to it. I would study it in the darkroom and see if you can get more of a still life feel to it.
 
Good try, but I doubt W. Eugene Smith could figure it out. Very, very difficult subject.
