Went into overkill, working out where to dodge and burn, I've butchered it A LOT. I think a negative is very much like sheet music. You have to rehearse playing it before getting it right...anyhow this is a recent practice.
I like the light on the railroad tracks in the foreground. It adds a sense of optimism to what looks like, to me anyway, a pretty desolate place. Whatever the substance is on the terraces reminds me of flowing water, and I also like the lines moving through the composition. You didn't ask for critique, but the lower right looks a bit too burned down, at least on my monitor.
Honestly I think it's great, the only thing I don't like is the upper left corner and the bottom right corner, the upper left is a little uneven, and the lower is of course much too dark for the rest of the scene, but the rest looks really nice
I think the print is really well done as it is. The eye is nicely led through the frame, and the dust from wind or whatever adds a lot to the mood of the photograph. But I agree with you, Stephen, that some negatives have to sort of 'ripen' before we get the best out of them.
