I found a man sleeping in a depression on the top of a hill, far away from downtown.

He had set up camp in this remote location to avoid being hassled.
The police took his "good sleeping bag and his tent" because sleeping somewhere that's not your home is illegal, regardless of whether or not you have a home. His attempts to get them back had so far been unsuccessful.
This area is a popular dog walking area for skittish suburbanites and I suspect he did not last long at this location before either being hassled by the police or hassled by some Joe McCubicle.
I don't think people should camp in a protected park. I also don't think police should take away people's warm sleeping bags in winter.
