Bollard man

Hehe, on a local rail trail they have yellow vertical pipes spaced across the trail at road crossings to keep cars out. Some are flagged on the trail by diagonal yellow warning signs:

SLOW
BOLLARDS
AHEAD

Which occasionally has me mumbling "yeah, had a couple of them in my junior high classes."

Not sure. He was talking to a group of about 25 people and I was walking from central Paris to the Sacré-Cœur.

Is he a giant? The children (?) and car to the right look improbably small, almost toy-like, to my eye . . .
