The people are all at the confluences of major picture elements. Makes it sort of an ensemble cast.

I hope the woman at the back has something to kneel on, or a sketch won't be the only impression she takes away!

Also, notice the echos in this picture, the round manhole cover, the wheel and life belts, the portholes. We also have the square paving slabs and square manhole cover reflecting the tonal reversal of the sketch-books. Coupled with the timing, HCB would appreciate this image.
