Looks like the parapet detail changed half way across. Did someone drive through it? Your full side elevation and reflection lifts this shot above your other 2.

The guard rail has been damaged half-way across and replaced with some metal guard railing such as found on more modern bridges. Probably was knocked off due to an impact years ago.
