Yup, looks like Rover wheel covers there. But far more importantly, that looks like a Mark I mini in Everglade Green on the left there. (I used to drive one. Put a one-litre Vitesse engine in it; a little green rocket.)
 
He is classically dressed as well. In fact the whole picture could easily be from the 50s. Somehow - even the colour looks right for that period. I don't think I have seen a pocket watch chain since the late 50s when my grandfather wore one for "best" He never switched to a wrist watch.
