Question about Discontinued Kodak RC b/w papers.

I understand that the Fibre based Kodak b/w papers were stopped, as well as the RC papers. I can understand the reasoning behind the fibre based decision, but I am puzzled about the RC paper discontinuance. Doesn't b/w RC paper use a similar, or near identical base to color RC paper. Couldn't Kodak continue to make annual runs of RC b/w papers on the same lines, or coating machines they now make their Color RC paper?
