Kodak's Ektachrome 100 Plus works best for cross processing but is a little on the expensive side in 35mm.

You forgot Ektachrome 200, which cross processes beautifully. Following pics all from E200 in 35mm, printed on Supra Endura by hand.

What characteristics do you want from cross-processing ?

Ones interpretation of 'best' may counteract anothers even though they may %100 agree on the resultant effects for each film...

Then don't hijack it  - have a search, pretty sure there are a few threads here at apug about it ...

If you type in "C41 in..." in google (safari) it will suggest "C41 in E6" before you even finish :surprised:

Having shoot about hundred rolls of different xprocessed slide this list looks plain weird to me. There is no EPP or tungsten films which I find much more useful for cross than velvia or provia. Then there is the discontinued ct precisa, but no other discontinued films.
