Mamiya Pro-TL, Metering Prism, and AE-Lock - doesn't hold the exposure?

I recently picked up a metering prism for my Pro-TL from KEH. I'm a bit unsure about the AEL Metering mode...

From the documentation, when AEL is selected on the camera body, you're supposed to be able to meter a scene, keep the shutter partially depressed, and then re-compose, maintaining the original exposure once you depress the shutter completely.

Near as I can tell with my setup, AEL mode is about the same as A mode, except the sensitivity is somewhat reduced, in that the exposure changes when you recompose, but not as 'quickly', if that makes any sense.

To me, in AEL mode the exposure should remain what if was when you partially depress the shutter. It kind of defeats the purpose to let it continue to change...

Do I have a bad meter, or is this just the way the Mamiya meter works?
