Ilex shutter fires at one speed only

It is verry hard to tell whats wrong at a distance without seeing the shutter itself and feel it.

There are 3 possiblities:
1) a part is missing in the shutter > cock the shutter and rotate the time-dial, if you feel some resistance it should be OK
2) if you cannot turn the shutter-speed-dial somebody tried to fix it and re-assambled it wrong;
3) it just needs a CLA

In all cases it has to be checked by a repairman and then decide.

Hi Peter,

I checked as you describe and the dial turns fine, w the usual resistance. In doing so I noticed that the shutter doesn't close all the way, but the leaves stay a little bit open sometimes. Is this also something that's taken care of in a CLA?

I would ask a repairman for an opinion, to me a CLA would do.
By the looks of it the retardment needs an "oil-change".

Give Carol at Flutot's Camera Repair a shout, she did a bang-up job on my Ilex Acme-Synchro #3! I wouldn't hesitate to recommend her.
