UV penetrates clouds and is blue as far as the film is concerned.

PE

This is totally correct, however ....

The cloud cover also transmits diffused light from the sun, which is more yellow than the light from open shade or transmitted UV, so in total the light on a cloudy day will make a slide appear less blue than a scene illuminated by open shade.

Not in my experience, if the sun is obscured. The bottoms of the clouds and the remaining clear sky are blue.

Intriguing.

Here on the wet coast we are really, really used to dealing with cloudy skies.

Not skies with a few clouds in them, but instead skies with nothing but clouds.

I see way more blue in shots illuminated by open sky (when we get it) than those shots illuminated by cloudy skies.
