The cloud cover also transmits diffused light from the sun, which is more yellow than the light from open shade or transmitted UV, so in total the light on a cloudy day will make a slide appear less blue than a scene illuminated by open shade.

Not skies with a few clouds in them, but instead skies with nothing but clouds. I see way more blue in shots illuminated by open sky (when we get it) than those shots illuminated by cloudy skies.
