Canned air and an anti-static "towel". That's what I use. If there are water marks I wet the neg/slide again with a little bit of photo-flo and let it dry again.

I recently cleaned an 8x10 slide with PEC-12 and it worked beautifully. I had accidentally gotten some marks on it trying to scan it (long and boring story). The short version is that the marks were on the emulsion side. I used PEC-12 with some clean cotton gloves and managed to clean the marks from the picture. Phew!
