My squeegees do not scratch my film because they are not used on the film, instead I use them to get excess water off the prints. I place the wet prints on a sheet of window glass and use the squeegee to wipe the prints before I put them in the dryer.
With HCB's experience, I believe he got exactly the moment he wanted. Much the same as I do. This is not a problem for good experienced photographers. Why is this so hard to believe?
I do the same but without the squeegee. Ditch the squeegee and avoid scratches and marks. Instead use a paper towel to draw off the excess fluid from the lowest corner of the hanging film.
Quality Light Metric in Los Angeles charges $88 per light meter plus shipping. I drop the meters off and pick them up a few days later. I had one calibrated but it had nonlinearity that he told me about, so when I sent it in about a year later asking for the nonlinearity being measured...
You need to send all the meters to be calibrated by the same person. I can recommend someone in the US, but I do not know someone in the EU to do the calibration.
Two stops is within the exposure latitude of color [and black & white] negative film, so change the ISO and develop normally. Some shadow detail may be lost. If it had been slide film, then there would be a problem and the roll would have to be developed longer.

The answer is "No" because the decisive moment is about taking a photograph, not a movie or spraying photographs with either a burst of shooting negatives or images. There is nothing decisive with either of those. Capturing the decisive moment is about developing the photographic eye, skill...
For myself, I would either use it as a bookend or paperweight and buy a replacement that is in much better condition. I would rather replace something like that than spend time making a less than perfect repair.
