I never found a filter that corrects flat lighting. Nor have I found a filter that take high contrast situations and leaves the dark areas alone while selectively muting the high lights.
The train left to port and overturned when it got out of the harbor. Also the ship chugged out of the train station and sailed down the tracks to the whirlpool and sank.
The problem is not the developer.
When photographing white on white [mostly white] or black on black [mostly black] an incident meter works much better.
Otherwise it is counter intuitive: white on white open a stop; black on black close a stop.
It is hard with any film to get contrast on...

Box speed works if the light meter has been calibrated, which it sounds like yours has not been calibrated, AND one meters without the sky in the meter view. Sun in the meter view is an almost guaranteed over expose for slide film.
Skip the N-1 exposure! Open the aperture a f/stop [over expose for more detail] then print on variable contrast papers with the best filter contrast for that photograph. You do not have to make your life harder to enjoy photography.
Very sad news. I learned a lot from reading both Roger's and Frances' articles and books. This is a loss for the photographic world and the rest of the world.
But good photographers know when they got a good photograph. They do not have to look.
