    Sorry, I was out of home and can't reply. You right - Phenidone can be substituted with ~10x amount of Metol. But note that Metol in solution is acidic, so you need to adjust pH and possible decrease amount of metabisulfite. Also Phenidone give more speed and shadow details compared to Metol...

    I think that level of sodium tiosulfate in your 1st dev is very low. Typically value must be 3-8g/l. More preferred use potassium thiocyanate in concentration 2g/l. Without correct amount of halide solvent such as tiosulfate/thiocyanate you always have dark highlight. good starting point is here
