Looks like bubbles, too much photo-flo and left to dry on film. Can you see any residue on the film? Try rewashing.

Hey, I know it's a processing mistake (I'd go with Nicole about photo-flo as well), but it's definitely very cool!

awesome bubbles.
Luckily it sounds like it's not a fatal flaw in processing, if it is just photoflo (which it probably is, not much else makes froth with that big of bubbles)

Dont remove the bubbles!!!! I think it adds to the photograph. A good departure from reality.

Kind of a neat effect actually! Sort of a manipulated image, which neither used D*****L, or intentional human intervention.

It may be that you put two films in the tank and only chemicals enough for one (I've done it - luckily not a job!). The chemicals would slosh around enough to develop the film when you agitate but when the tank's sat still, the top film sits amid bubbles.
