Three possibilities of things wrong with the scan:
1) Cheap film scanner (PF1800) - poor focus & alignment
2) Too high compression during TIF to JPG
3) "noise reduction" turned on during scan and I didn't notice the setting before starting
I'm going to bet the problem is all three put together!
A fourth possiblity is the camera itself. It was a rescued & repaired Leica CM and frankly I really don't like it. It isn't Zeiss glass, I think it is a rebadged Minolta. I've noticed its autofocus sensor isn't centered as the viewfinder suggests. But the fuzziness is uniform in the scan so it is probably due to the scan.
But more to the point, the Parodinal worked! That is what amazed me...
